If the Active Directory Management Pack “A journal wrap error has occurred on the Sysvol” rule does not work, the following informative article can help resolve the problem. The rule is designed to alert users when Event ID 13568 is logged in the File Replication Service log. The author asks us to recreate the rule as follows:

Overview
There is a good review of the Active Directory Replication Monitoring, including advice on how to set up overrides to configure Replication Monitoring, at:

http://blogs.technet.com/b/jimmyharper/archive/2009/05/20/configuring-or-disabling-replication-monitoring-in-the-active-directory-management-pack.aspx

The author said, a monitor named “AD Replication Monitoring” has been “deprecated” and is disabled by default. “Several Rules have been created to run the Replication Script and alert on various issues. The purpose of this change was to avoid alert storms when one Domain Controller stops replicating.” This is good to reduce the noise from alerts.
